Experience Summary:
Over thirty-five years in information technology including ten years full-time consulting; over four years in CIO roles and seventeen years managing technical professionals in advanced technology, telecommunications, systems programming, engineering, scientific and business application programming; seven years as an IT technical professional.

Experience Chronology:
1989 - Present STRIDER & CLINE, INC.
Co-founder and President of an information technology management consulting firm, specializing in helping senior business executives identify and address business, technology and people issues that are disrupting their business. Conducted IT capability assessments and improvement planning, IT reorganizations, project assessments and retrospectives, vendor reviews and risk management assessments. Advised and coached CEOs, senior business executives and CIOs as individuals and in teams in the management of business relationships between IT and the business organizations, including developing IT strategy based on business priorities, setting and managing expectations, project oversight, management and prioritization. Taught leadership development, team building, change management, service level agreement and problem solving workshops. Since 1994, co-facilitated the annual Strider & Cline Leaders' Forum, a weeklong learning event for IT leaders in Crested Butte, Colorado. Consulted full-time from 1997 until the present. Consulted on a part-time basis between 1989 and May 1997. Clients have included organizations in higher education, insurance, manufacturing, engineering, telecommunications, biotechnology, government, gaming, publishing, associations, and foundations.
March - July 2000 THE OHIO STATE UNIVERSITY
Interim CIO
On a retainer basis, served as Interim CIO for The Ohio State University in Columbus, Ohio for five months from March through July 2000. In this contract position, responsible for the successful implementation of PeopleSoft Financial software on schedule and within budget and for reorganization and integration of the PeopleSoft project staff with the existing IT organization. Resolved long-standing conflict between the data networking and voice communications organizations regarding roles and service responsibilities. Provided focus and direction for distance education initiatives. Prepared annual IT budgets. Proposed and implemented IT policies. Represented IT with the academic, administrative and student communities as well as with the Committee on Institutional Cooperation (CIC). Reported to the University Provost.
March 1993 - May 1997 UNIVERSAL UNDERWRITERS INSURANCE GROUP
November 1993 - May 1997 Vice President, Information Services Responsible for all information technology services for the company, including application software, network, PC/LAN and AS400 technical services, mainframe operations, support center and voice services through a staff of 180 professionals. Included support of distributed AS400 and Novell LAN networks in 27 regional offices as well as home office. Established and facilitated company-wide IT Steering Committee (chaired by CEO with all senior executives as members). Introduced and implemented formal project management, IT risk management, vendor technical reviews, change management and configuration management. Using Carnegie Mellon Software Engineering Institute's Capability Maturity Model as a guide, improved project chartering, tracking, reporting, quality inspections, testing, and software maintenance processes. Implemented numerous new systems including claims processing, credit loan system, business life system, upgraded payroll system and contracted with vendor for $34M custom built policy issuance and sales force automation system.
Consolidated the mainframe data center and established a service level agreement for this service, as well as installed a new company-wide phone system. $20M annual budget. Reported directly to the Chief Executive Officer. Universal is a $650M property and casualty insurance company and part of the Zurich Insurance Group.
March 1993 - November 1993 Director, Application Development Responsible for 60 application programmers supporting all business software used to process company business. Included both application development and production support and maintenance
June 1969 - March 1993 McDONNELL DOUGLAS
1992 - 1993 Program Manager, F/A-18E/F Program Responsible for all IT support to the F/A-18E/F tactical fighter development program including engineering, network communications, customer and sub-contractor interfaces, telecommunications and business systems support.
1990-1992 Manager, Base Tools & Technology Responsible for 185 advanced technologists in software engineering and quality assurance, database management, data management, telecommunications, desktop and processing platforms, expert systems, applied languages and mathematics and information exchange; functions included evaluating and prototyping new technologies, recommending preferred tools, methods and standards, providing input to software systems studies and development projects, transferring technology to practitioners, supporting infrastructure tools and software, data and database administration; budget responsibility of $7M.
1990 Director, Information Systems & Technology McDonnell Douglas corporate staff member supporting McDonnell Douglas Corporate Vice-president of Information Resource Management. Oversight responsibility of corporate-wide information systems strategies, architecture, budgets, projects and applications for enterprise-wide IS budget of $500M. Led due diligence efforts for $300M outsourcing competition with IBM ISSC and EDS for the entire McDonnell Douglas Corporation computing infrastructure.
1989-1990 Director, Business Computing Services Responsible for 150 systems software specialists supporting IBM and AMDAHL mainframe operating systems and products including MVS, VM, TSO, PROFS, IMS, DB2, ORACLE, HP mid-range distributed platforms and over 500 OEM products; budget responsibility.
1987-1989 Director, Engineering & Scientific Applications Responsible for 300 scientific and engineering technologists supporting product embedded software and general engineering and advanced research projects for McDonnell Aircraft Company, McDonnell Aerospace & Missiles Company and McDonnell Douglas Helicopter Company; DEC VAX, MicroVAX workstations, SUN, Apollo, CRAY, Convex, IBM, specialized hardware using FORTRAN, C, C++, ADA, Pascal, Assembler, LISP, etc.; Budget responsibility $14M.

1976-1987 Manager, Senior Section Manager, Section Manager, Supervisor positions. Responsible for McDonnell Aircraft manufacturing and engineering business applications through staff of 100 business applications programmers. IBM mainframe using COBOL, IMS, TSO/SPF, NOMAD; budget responsibility $4M.
1969-1976 Senior Programmer, Programmer, Associate Programmer. Responsible for programming support for manufacturing and material systems, commercial telephone order tracking systems, insurance claims processing system using IBM, COBOL, PL/I, TSO, CICS, IMS.
